Giorgi Jincharadze Appointed as Chairman of the Government of the Autonomous Republic of Abkhazia

Giorgi Jincharadze has been appointed as the Chairman of the Government of the Autonomous Republic of Abkhazia.

At a session held today, the members of the Supreme Council of the Autonomous Republic of Abkhazia expressed their confidence in the newly appointed Chairman and the composition of the government.

Giorgi Jincharadze presented the new government’s action plan to the members of the Supreme Council.

"First of all, I would like to express my sincere gratitude to the Prime Minister of Georgia, Mr. Irakli Kobakhidze, and the government team for their support and trust. This is a great motivation, honor, and immense responsibility for me. I would also like to thank the members of the Supreme Council for their support.

I am very familiar with the problems faced by our internally displaced persons. I have extensive experience working within this structure, and I will do my best—without sparing time, effort, or energy—to create better conditions for our IDPs and address the challenges they face as much as possible within our competence," stated Giorgi Jincharadze.

Giorgi Jincharadze has held various positions in both the public and private sectors over the years. From 2021 to 2024, he served as Deputy Minister of Finance and Economy of the Autonomous Republic of Abkhazia, and later as First Deputy Minister of Education and Culture of Abkhazia. Prior to his appointment as Chairman of the Government, he held the position of Deputy Minister of Education, Science, and Youth of Georgia.

Giorgi Jincharadze replaced Levan Mgaloblishvili as Chairman of the Government of the Autonomous Republic of Abkhazia, who left the position on June 2, 2025.

Following consultations with the team and the Prime Minister, I have made the decision to tender my resignation.

I extend my sincere gratitude to the Government of the Autonomous Republic of Abkhazia, the staff of the various ministries, and the members of the Supreme Council for their continued support. I am particularly thankful to the thousands of internally displaced persons with whom I had the privilege of engaging during this brief tenure. Together, we were able to implement modest yet meaningful and impactful initiatives.

Thank you once again for your trust and collaboration. I remain firmly committed to standing alongside you in the ongoing effort to uphold the rights and dignity of temporarily displaced citizens—both across the Enguri River and beyond.

Levan Mgaloblishvili Presented the 2024 Annual Report of the Government of the Autonomous Republic of Abkhazia

The 2024 activities of the Government of the Autonomous Republic of Abkhazia were marked by significant achievements across political, socio-economic, educational, cultural, and humanitarian domains. The efforts undertaken throughout the year aimed to uphold the rights of residents living in the occupied territories of Abkhazia, facilitate the integration of internally displaced persons (IDPs), and promote the advancement of Georgian-Abkhaz peacebuilding and reconciliation processes. These points were emphasized by Levan Mgaloblishvili, Chairman of the Government of the Autonomous Republic of Abkhazia, during his presentation of the government’s 2024 annual report to the legislative body of Abkhazia.

In his address, the Chairman highlighted key policy priorities and placed particular emphasis on programs implemented by the ministries under the Government of Abkhazia, designed to support IDPs in the areas of education, healthcare, culture, and sports. These initiatives were financed through the budget of the Autonomous Republic of Abkhazia.

Following the report, Levan Mgaloblishvili spoke before the members of the Supreme Council about the government's priorities for 2025, the action plan, and initiatives related to budget transparency. He also answered questions from the council members.

"It is important that this year, our team’s main operational goal is the institutional strengthening of the structures of the Government of Abkhazia and the creation of a transparent budget focused on the well-being of the displaced population.

We care about people, we are building trust, and we firmly believe that reconciliation and unity are the foundation of our shared future. There is no alternative to peace policy. This is the path through which Georgians and Abkhazians must find each other again,” stated Levan Mgaloblishvili.

The Supreme Council evaluated the government’s 2024 activity report positively.

The presentation of the summary report was attended by members of the Government of the Autonomous Republic of Abkhazia as well as representatives of the staff of the Government of Abkhazia.

Levan Mgaloblishvili, met with H.E. Vesselin Valkanov, the Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to Georgia

Levan Mgaloblishvili, Chairman of the Government of the Autonomous Republic of Abkhazia, met with H.E. Vesselin Valkanov, the Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to Georgia.

During this introductory meeting, Chairman of the Government briefed the Bulgarian diplomat on the situation in the occupied Abkhazia, drawing attention to the violations of fundamental human rights on the territory of Abkhazia.

The meeting also included discussions on potential avenues for deepening future cooperation in various priority areas.

Levan Mgaloblishvili provided the Ambassador with information on the activities of the government of Abkhazia and spoke about the main challenges faced by the population temporarily displaced from Abkhazia.

The Chairman of the Government expressed his gratitude to Ambassador of Bulgaria's support of Georgia's territorial integrity and for the solidarity shown by Bulgaria toward the displaced population from Abkhazia.

Free medical examinations were conducted for the temporarily displaced population from Abkhazia, with support from the government of Abkhazia, living in Telavi

With the support of the Government of the Autonomous Republic of Abkhazia and the Ministry of Healthcare and Social Affairs of Abkhazia, free multidisciplinary screening examinations were conducted for the temporarily displaced population from Abkhazia residing in Telavi.

Levan Mgaloblishvili, Chairman of the Government of the Autonomous Republic of Abkhazia, attended the examination process alongside the Minister of Healthcare and Social Affairs of Abkhazia and representatives from local authorities.

During his visit, the Chairman met with the temporarily displaced individuals living at the compact settlement, listened to their needs, and informed them about the healthcare programs offered by the government of Abkhazia, as well as planned activities for the year.

"The health sector remains a significant challenge for the government of Abkhazia. This year, we have increased funding for our programs, and today's event is a clear example of that commitment.

We are currently in Kakheti, where we met with the temporarily displaced population living in Telavi and introduced our programs, which are tailored to their basic needs. We strive to support them in every possible way and provide maximum assistance within our capabilities," stated Levan Mgaloblishvili.

As part of the event, highly qualified specialist doctors from leading medical institutions provided various types of medical services to the population - additionally, displaced beneficiaries received all necessary medications free of charge, according to the doctor's prescriptions.

Levan Mgaloblishvili met with the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Georgia

Levan Mgaloblishvili, Chairman of the Government of the Autonomous Republic of Abkhazia, met with the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Georgia, Zhou Qian.

During the introductory meeting, the Chairman provided the Ambassador with a tour of an exhibition featuring works by artists temporarily displaced from Abkhazia and showcased the Sokhumi State Drama Theatre.

In the formal part of the meeting, Levan Mgaloblishvili expressed his gratitude to the Chinese diplomat for China’s unwavering support for Georgia’s territorial integrity and presented an overview of the activities of the Government of the Autonomous Republic of Abkhazia. Furthermore, he elaborated on the current situation on the occupied territory of Abkhazia and discussed the key challenges faced by the local population.

Both parties reaffirmed their firm commitment to supporting the territorial integrity and sovereignty of Georgia and China, emphasizing mutual respect between the two nations.

The participants also deliberated on potential avenues for future cooperation within the framework of strategic partnership between Georgia and China, particularly in the fields of healthcare, education, economy, and culture.

It is noteworthy that this marks the first meeting between the Chairman of the Government of the Autonomous Republic of Abkhazia and the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Georgia, following the establishment of diplomatic relations between the two countries.

The meeting was attended by the Attaché of the Embassy of the People’s Republic of China to Georgia, He Pengyu, the First Secretary of the Embassy, Wang Dan, and the Chief of Staff of the Government of the Autonomous Republic of Abkhazia, David Morgoshia.
